TherecognitionoflearningexperiencesabroadTheCommissionpublishedaproposalforaCouncilRecommendationonpromotingautomaticmutualrecognitionofhighereducationanduppersecondaryeducationdiplomasandtheoutcomesoflearningperiodsabroad.TheRecommendationwasadoptedbytheCouncilinNovember2018.ImprovingproceduresforthemutualrecognitionofqualificationsinEUMemberStatesisacornerstoneofestablishingaEuropeanEducationAreaby2025. Learningmobilityfostersthedevelopmentofkeycompetencesandexperiencesthatarecrucialforactiveparticipationinsocietyandinthelabourmarket.Thiswasshownintherecentmid-termevaluationoftheErasmus+programme,whichreportedonthepositiveimpactofmobilityonlearners’confidence,independence,socialintegrationandthecreationofasenseofEuropeanidentity.Inthecontextofaglobalisededucationandemploymentenvironment,itisessentialthatstudentsareabletomakethebestpossibleuseofalllearningopportunitiesacrosstheEU.ConsultationswithstakeholdersearlierthisyearshowedstrongsupportforEUactioninthisarea.Respondentsconfirmedthatrecognitionproceduresareoftenslow,lefttothediscretionofindividualinstitutions,notsufficientlytransparentandmayimposeextracosttoastudent.Particularlyatsecondarylevel,recognitionofbothuppersecondaryqualificationsandoutcomesoflearningperiodsabroadvariesgreatlyfromonecountrytoanother.Youngpeoplewhowanttostudyforalongerperiodabroadduringsecondaryeducation,ortoaccesshighereducationinanotherEUMemberState,oftenlackinformationandcertaintyabouttherecognitionoftheirqualificationsandcompetences.TheCouncilRecommendationWiththeCouncilRecommendation,EUMemberStatesmakeapoliticalcommitmenttotakestepstointroduceautomaticrecognitionby2025.Thiswillbeaccompaniedbyactionsthatwillbuildtrustineachother’seducationsystems,andsupportMemberStatestoimproverecognitiontofacilitatelearningmobility.Inthefieldofhighereducation,theRecommendationbuildsonprogressalreadymadeinotherfora,notablytheBolognaProcessandtheLisbonRecognitionConvention,aswellasthroughmultilateralagreementsbetweengroupsofEUMemberStates,suchastheBeneluxDecisiononautomaticrecognitionofhighereducationqualificationsandtheagreementofBalticcountries.Italsopromotesthefurtheruseofexistingtoolswhichcansupporttherecognitionofqualificationsandtheoutcomesoflearningperiodsabroad,suchasEuropass,theEuropeanQualificationsFramework,theEuropeanCreditTransferandAccumulationSystem(ECTS),theDiplomaSupplementand theEuropeanCreditSystemforVocationalEducationandTraining,amongothers.Atuppersecondarylevel,theproposedRecommendationaimstoimproverecognitionprocessesforqualificationsrequiredtoaccesshighereducation,includingvocationaleducationandtrainingqualifications.Itwillalsopromotetherecognitionoftheoutcomesoflearningperiodsabroadatthislevel.
