Background ThepreviouslyadministeredAdequateYearlyProgress(AYP)wasameasurementofannualachievementforpublicschoolsanddistrictsmandatedbytheU.S.DepartmentofEducation(ED)undertheestablishmentoftheNoChildLeftBehindActof2001(NCLB)thatreauthorizedtheElementaryandSecondaryEducationActof1965(ESEA).Thegoalwasforallstudentstomeetorexceedstatestandardswithina12-yeartimeframestartingwiththe2002–03academicschoolyear. TomeetAYP,districts,schools,andstudentgroupswereexpectedtomeetthreesetsofrequirements:(1)achieve95percentstudentparticipationrateonstatewidetests,(2)demonstrategrowthinpercentageofstudentsscoringattheproficientorabovelevelinEnglishlanguageArts(ELA)andMathematicsonstatewidetests,and(3)meetestablishedgraduationratetargets,ifapplicable. OnDecember15,2015,theEveryStudentSucceedsAct(ESSA)wasenactedtoreauthorizetheElementaryandSecondaryEducationActof1965.ESSAshiftedthelaw’sfederalaccountabilityprovisionsbyrequiringstatestodevelopamultiplemeasuresaccountabilitysystemwhilealsoallowinggreaterflexibilitytostatesindesigningtheiraccountabilitysystems. InMarch2017,theCaliforniaStateBoardofEducationandtheCaliforniaDepartmentofEducationlaunchedanewstateaccountabilitysystemtoreplacetheAYP.Thisnew,multiple-measuressystemprovidesafullerpictureofhowdistrictsandschoolsareaddressingtheneedsoftheirstudentswhilealsoidentifyingthespecificstrengthsandareasinneedofimprovement.ThenewaccountabilityandcontinuousimprovementsystemwasimplementedusinganonlinetoolknownastheCaliforniaSchoolDashboard(Dashboard).
