ApprovedChangesinAYPPolicies TheOfficeofSuperintendentofPublicInstruction(OSPI)hasworkedcloselywiththeDOEtorevisethestate’saccountabilitypolicies.ThesepolicieshavebecomequitecomplexastheregulationsandguidancetothefederalNoChildLeftBehindlegislationevolveandweseektoestablishafairaccountabilitysystem.Thepolicieswillcontinuetochangeasweaddmoreassessmentsinothergradesandrespondtochangesatthefederallevel.Someofthechangeswerequestedwerenotapproved,andwewillcontinuetopursuepoliciesthatwillproducevalidandfairaccountabilitydeterminations. ThefollowingpolicychangeswereapprovedbyDOEearlierthismonth.TheAYPaccountabilityworkbookapprovedbyDOEispostedathttp://www.k12.wa.us/ESEA/ApplicationsReports.aspx. 1. TitleISet-Aside Districtsdonotneedtosetasidetheentire20%oftheirTitleIfundspriortothebeginningoftheschoolyeartocoverschoolchoiceandsupplementaleducationalservicescosts.Districtsarestillrequiredtospendupto20%ofthedistrictTitleI,PartAfundstofundschoolchoiceandsupplementaleducationalserviceswhentheyarerequested. 2. UseofWritingResults Ifthereadingproficiencyresultsdonotmeettheannualgoalormakethe10%reductionneededtoaccesssafeharbor,writingresultswillbeaveragedwiththereadingresultstodetermineAYPinanew“languagearts”categoryingrades4,7,and10.Separateannualgoalshavebeenestablishedthataveragetheresultsforthetwosubjects.OSPIwillcalculatetheaverageanduseitforAYPpurposesifneededforthesethreegrades. 3. AssessmentsinGrades3,5,6and8 Thesenewtestswillbemandatoryforthefirsttimeinspring2006,buttheresultswillnotbeusedtodetermineAYPuntil2007whentwoyearsofresultsareavailable.(Wehavenotyetdeterminedhowtheresultsofthesenewtestswillbeincorporatedintheaccountabilitysystem.) 4. EarlyTesting Studentswhotakeanassessmentpriortotherequiredyear(e.g.,agrade9studenttakingagrade10test)willnothavetheirresultscountedasthe“firstattemptforAYPpurposes”iftheydonotmeetstandard.Studentswhotaketheassessmentearlyandmeetthestandardwillhavetheirresultscountedintheyearwhentheyarerequiredtotakethetestforthefirsttime. 5. SafeHarbor Areductionof19%overa2-yearperiodorareductionof27%overa3-yearperiod(theequivalenttoa10%reductionperyear)willsatisfythesafeharborrequirement.Accessingsafeharborinthismannermustbedonethroughanappeal(seeAttachmentAformoreinformationaboutappeals).Inaddition,thesafeharborpercentageisroundedtothenearestwholenumber.Forexample,a9.5%reductioninthepercentageofstudentsnotmeetingstandardfrom2004to2005meetsthe10%reductionrequirement. 6. ParticipationRates Ifaparticipationrateisbelowthe95%goal,OSPIwillaveragetheratesoveratwo-tothree-yearperiod.Inaddition,allparticipationrateswillberoundedtothenearestwholenumber. 7. GraduationRatesIssues Anumberofchangesrelatetotheon-timegraduationrate.Moredetailedinformationabouttheseissueswillbeissuedlaterthissummer. a) Thegraduationrategoalwillincreasegraduallyovertimeuntilitreaches85%in2014.Ifaschoolordistrictrateisbelowtheannualgoal(66%thisyear),theratemustbeatleast2percentagepointsabovethepreviousyear’sratetomeettheAYPtarget.(Previously,theannualgoalstayedconstantthrough2013,andaonepointincreasewasneededtomakeAYPiftheratefellbelow66%.)Asof2010,theyearlyincreaseinthegoalwillaccelerateuntilitreaches85%in2014. b) LimitedEnglishproficient(LEP)andmigrantstudentsareallowedtohavemorethanfouryearstograduatefromhighschoolandstillbecountedasgraduating“ontime.”Migrantstudentscanhaveanexpectedyearofgraduationthatreflectsa5-yearperiodwhenenteringgrade9,andLEPstudentscanhaveuptosevenyearstocompletehighschool(thesameasspecialeducationstudents).Theassignmentoftheexpectedyearofgraduationforthesestudentsmustbedoneonacase-by-casebasis,andtherationalefortheextratimeneedstobenotedinthestudent’srecords.OSPIwillrevisetheCoreStudentRecordSystem(CSRS)rulestoallowtheassignmentofadifferentexpectedyearofgraduationwhenthesestudentsarealsomarkedasbeinginthemigrantorstatebilingualeducationprogram. c) Anystudentwhograduatesaftertheexpectedyearofgraduationwillbeincludedinthegraduationratecalculations.OSPIwillcalculatetwosetsofrates(oneincludinglategraduates,theothernotincludingthem)andusethehigheroneforAYPpurposes. d) Highschoolsthatdonothavethecapabilitytohavegraduates(e.g.,anewhighschoolthatservesonlygrades9-10,schoolsthatofferselectedcoursesviatheInternet,alternativeschoolprogramsthatdonotissuediplomas)willhavetheirannualschool-widedropoutrateusedasthe“otherindicator.”Fortheseschools,themaximumdropoutrateallowediseither7percentoraratelessthanthepreviousyear.PossibleActionRequired:IndicateintheSchoolProfileapplicationoftheOSPIEducationalDataSystem(EDS)whenaschoolfallsinthiscategorybyremovingthecheckintheboxintheOrganizationInformationsectionunderGradeSpan(clickupdatetoeditthedata,thensave).[1]Ifthisboxischecked,weassumetheschoolhastheauthoritytohavegraduates,eveniftherearenograduatesreportedonFormP-210orinCSRS. e) Graduationrateswillberoundedtothenearestwholenumber. 8. DistrictImprovement Adistrictisidentifiedas“needingimprovement”onlywhenithasnotmadeAYPinthesamesubjectinalltestedgradelevelsintwoconsecutiveyears.DistrictsalreadyinimprovementwillnotmovetothenextstepofsanctionsunlessalltestedgradesdonotmakeAYPinthesamesubjectintwoconsecutiveyears.Thus,adistrictthatdoesnotmakeAYPindifferentsubjectsindifferentgrades(e.g.,didnotmakethereadingproficiencygoalsingrades4and10orthemathgoalingrade7math)intwoconsecutiveyearswouldstillnotmakeAYP,butitwouldnotmoveintodistrictimprovementwithNCLBsanctions. AYPSANCTIONS NoChildLeftBehindrequiresincreasedaccountabilityforallpublicelementaryandsecondaryschools,especiallythosethatreceiveTitleIfunds.Underthisact,schoolsanddistrictsthatdonotmakeadequateyearlyprogress(AYP)faceaseriesofspecificconsequencesasdefinedinthereauthorizationoftheElementaryandSecondaryEducationAct. Statesarerequiredtoreportthenamesofallpublicschoolsthat“needimprovement”basedonthestate’sadequateyearlyprogress(AYP)policies,regardlessofwhetherornottheyreceiveTitleIfunds.Theseschoolsareconsideredtobein“schoolimprovement.”DistrictsandschoolswhichhavebeenidentifiedforimprovementarelistedonOSPI’sWebsite.(CompleteAYPresultsanddataareavailableonOSPI’sReportCardlinkathttp://reportcard.ospi.k12.wa.us/.)However,onlydistrictsandschoolsthatreceiveTitleIfundsfaceaseriesofescalatingconsequencesuntiltheymeetAYPcriteriafortwoconsecutiveyears. Thefollowingdescribestheactionsthatarerequiredofdistrictsandschoolswhenthey“needimprovement”andreceiveTitleIfunds.Informationaboutthesesanctionsandwhytheyoccurredmustbemadeavailabletoparentsandcommunitymembersinanunderstandable,accessibleformatbythebeginningoftheschoolyear.ThismaybeaccomplishedinpartbyreferringthemtoOSPI’sWebsiteundertheReportCardsection.Teachers,principals,parents,andcommunitymembersalsoneedtobeinformedaboutAYPresults,evenifnosanctionsoccur. DistrictImprovement StepOne DistrictsinStepOnearerequiredtodeveloporreviseadistrictimprovementplan.Theplanmustbedevelopedorrevisednolessthanthreemonthsafterbeingidentifiedforimprovementandimplementednolaterthanthebeginningofthenextschoolyear.Thedevelopmentoftheplanmustinvolveparents,schoolstaff,andothers.DistrictscanusetheSchoolSystemImprovementResourceGuide,acollaborativeprojectbetweenOSPIandtheWashingtonAssociationofSchoolAdministrators,tohelpaligndistrictandschool(s)improvementplans.Thisdocumentcanbefoundathttp://www.k12.wa.us/SchoolImprovement/SSIRG.aspx.TheresearchreportCharacteristicsofImprovedSchoolDistricts:ThemesfromResearchmaybeausefultoolinthisprocess—itcanbefoundathttp://www.k12.wa.us/research/default.aspx. Thedistrictimprovementplanmust: Addressthefundamentalteachingandlearningneedsofthedistrict"sschool(s),especiallytheneedsoflow-achievingstudents; Definespecificmeasurableachievementgoalsandtargetsforeachstudentsubgroup; Incorporatestrategiesgroundedinscientificallybasedresearchthatwillstrengtheninstructionincoreacademicsubjects; Includeappropriatestudentlearningactivitiesbeforeschool,afterschool,duringthesummer,andduringanyextensionoftheschoolyear; Provideforhigh-qualityprofessionaldevelopmentforinstructionalstaffthatfocusesonimprovedinstruction; Includestrategiestopromoteeffectiveparentalinvolvementinthedistrict"sschools;and Includeadeterminationofwhythedistrict"spreviousplandidnotbringabouttherequiredincreaseinstudentacademicachievement. Adistrictidentifiedforimprovementmustallocate10%ofitsTitleIbudgettoaddresstheprofessionaldevelopmentneedsofteacherswhoworkwiththestudentgroupsthathavenotmetAYP.The10%setasideisnotlimitedtothoseteachers,however.Ifadistrictrequeststechnicalassistanceofthestate,thestateisrequiredtoprovidethisassistance.ThetechnicalassistanceprovidedbyOSPImustbesupportedbyeffectivemethodsandinstructionalpracticesthatarebasedonscientifically-basedresearch. StepTwo ThisisthefirstyearinwhichdistrictsmayfallintoStepTwoofdistrictimprovement.Inthisstep,districtsarerequiredtoimplementthedistrictimprovementplanthatwasdevelopedinStep1bythebeginningoftheschoolyear. Thestatemustcontinuetoensurethedistrictisprovidedwithtechnicalassistanceandmusttakeatleastoneofthefollowingcorrectiveactions,asconsistentwithstatelaw: Deferprogramfundsorreduceadministrativefunds;or Instituteandfullyimplementanewcurriculumbasedonstateandlocalcontentandacademicachievementstandardsthatincludesscientificallyresearch-basedprofessionaldevelopmentforallrelevantstaff. Inconjunctionwithatleastoneoftheseactions,thestatemayalsoauthorizeparentstotransfertheirstudentfromaschooloperatedbythedistricttoahigher-performingschoolthatisnotidentifiedforimprovement. SchoolImprovement StepOne SchoolsinthiscategoryhavenotmadeAYPfortwoconsecutiveyearsinthesamesubjectandareconsideredtobeinStepOneofschoolimprovement.Atthestartoftheschoolyear,theschoolsthatreceiveTitleIfundsmustnotifythefamiliesofenrolledstudentsabouttheopportunitytotransfertheirstudenttoanotherschoolinthesamedistrictthatisnotidentifiedforschoolimprovement.Districtsmustuseuptoanamountequivalentto20%oftheirTitleI,PartAbudget(unlessalesseramountisneeded)tofundpublicschoolchoice.Transportationcosts(withinfederalparameters)mustbecoveredbythedistrictforfamiliesexercisingthisoption.Theschoolmustalsodeveloporreviseitsschoolimprovementplan.Theplanmustbecompletednotlaterthanthreemonthsaftertheschoolisidentifiedforschoolimprovement. StepTwo SchoolsinStepTwoofschoolimprovementmustcontinueschoolimprovementplanning.Thedistrictmustcontinuetoofferpublicschoolchoiceandmustalsoprovidesupplementaleducationalservices(SES)tolow-achievingstudentswhoareconsideredlow-income(e.g.,qualifyforfree/reducedlunch).SESprovidersmustbeselectedfromOSPI’sstateapprovedlistofSESproviders.(TheapprovedproviderslistisavailableonOSPI’sWebsiteathttp://www.k12.wa.us/ESEA/pubdocs/SESApprovedProviders.doc.)Districtsmustuseanamountequivalentto20%oftheirTitleIbudget(unlessalesseramountisneeded)tofundpublicschoolchoiceandsupplementaleducationalservices. StepThree ForschoolsinStepThree(“correctiveaction”),districtsmustselectatleastoneofthefollowingoptions(andidentifytheirownactions): 1. Makecurriculumandinstructionchangestoimprovestudentlearning; 2. Appointoutsideexpertstoworktoadvisetheschoolonrevisingandimplementingtheschoolplan;or 3. Extendtheschoolyearorschoolday. Inadditiontotakingacorrectiveaction,thedistrictmustcontinuetoofferpublicschoolchoiceandsupplementaleducationalservices,andtheschoolmustreviewtheschoolimprovementplan. StepFour Inthisstep,schooldistrictsarerequiredtoundertake“schoolrestructuring.”Thedistricthasoneyeartopreparearestructuringplanwithanimplementationtimelineforschoolsinthisstep.TheplanmustbeimplementedthefollowingyeariftheschooldoesnotmakeAYPagainandentersStepFive. Therestructuringplanneedstoincludeatleastoneofthefollowingthreeactions: Replaceschoolstaff,whichmayincludetheschoolprincipal,whoarerelevanttotheschool"sinabilitytomeetstandards; Enterintoacontractwithanentitywithademonstratedrecordofeffectiveness,tooperatetheschool;or Implementotherrestructuringactivitiesthatareconsistentwiththeprinciplesofrestructuring. Thedistrictmustprovidetechnicalassistancethatemphasizes(a)theimportanceofimprovinginstructionbyusingstrategiesgroundedinscientifically-basedresearchsothatallstudentsachieveproficiencyinthecoreacademicsubjectsofreadingandmathematics,and(b)theimportanceofanalyzingandapplyingdataindecision-making.Thedistrictmustalsocontinuetoofferpublicschoolchoiceandsupplementaleducationalservicestoalleligiblestudents.
