The effectiveness and efficiency of higher education systems relate, in part, to the availability of funding and the promotion of a culture of quality. TowardseffectiveandefficienthighereducationAchievingeffectivenessandefficiencyinhighereducationdependsonpublicauthoritiescreatingtherightframework,withingwhichhighereducationinstitutionscanoperate.Thisischaracterisedbyadequatefundingandeffectivequalityassurancepolicies,amongotherfactors. TheEU'sstrategic frameworkforEducationandTraining (ET2020)stressesthat: Highereducationsystemsrequireadequatefundingand,asaninvestmentineconomicgrowth,publicspendinginhighereducationshouldbeprotectedThechallengesfacedbyhighereducationrequiremoreflexiblegovernanceandfundingsystems,whichbalancegreaterautonomyforeducationinstitutionswithaccountabilitytostakeholdersTheRenewedEUagendaforhighereducation alsoreinforcestheneedforadequateandefficientlydeployedhumanandfinancialresources,aswellastheuseofincentivesandrewardsystems.Moreover,thereformandmodernisationofEurope’shighereducationsystemreliesontheeffortsandcompetencesof teaching andresearchstaff.Despitethis,staffinglevelsdonotexpandatthesamerateas studentnumbersinmanycases.Improvedworkingconditions,betterinitialtrainingandcontinuedprofessionaldevelopment,andgreaterrecognitionofteachingandresearchexcellence areessentialtoensurethatEuropeproduces,attractsandretainsthehigh-qualityacademicstaffitneeds.Whyiseffective andefficienthighereducation important? Qualityassuranceraisesconfidenceinhighereducation.Everyhighereducationinstitutionshouldhavearigoroussystemofinternalqualityassurance assessedbyexternalQualityAssuranceAgencies. Suchchallengesrequiregreaterflexibility.Autonomousinstitutionscanspecialisemoreeasily,promotingimprovedperformanceinteachingandresearch,andexcellencewithinhighereducationsystems.However,legal,financial,andadministrativerestrictionsoftenlimitinstitutions’freedomtodefinestrategiesandstructures,andtodifferentiatethemselvesfromtheircompetitors.Inaddition,nationalgovernmentsinEUMemberStates remainresponsiblefortheirhighereducationsystemsandtheirfunding.WhatistheEUdoingtopromoteeffectivenessandefficiencyinhighereducation?Throughitssupportforresearchandpolicycooperation,theCommissionassistsEUMemberStatestodevelopeffectivehighereducationgovernanceandfundingmodels.TheCommissionisalsocooperatingwiththeOrganisationforEconomicCo-operationandDevelopment(OECD)onareviewoffunding,incentiveandrewardstructuresforhighereducationsystems. Furthermore,theCommissionisfosteringmutuallearningongoodpracticesingovernanceandfundingamongEUMemberStatesthroughthepeercounsellinginstrumentandpeerlearningactivities.Between2014and2020,17EUMemberStatesinvestedEuropeanstructuralandinvestmentfunds(ESIF)in highereducation.Overall,€5.2billionfromtheEuropeanSocialFund(ESF)wasspentontrainingindividuals,reformingprogrammesandaligningeducationwiththeneedsofthelabourmarket. Anadditional€1.5billionfromtheEuropeanRegionalDevelopmentFund(ERDF)wasspentonrevitalisationandbuildingneweducationinfrastructure. Someloan-basedsupportmanagedbytheEuropeanInvestmentBank(EIB)Groupisalsoavailabletohighereducationinstitutions.InstitutionscanapplyforaloantoupgradetheirfacilitiesthroughtheEuropeanFundforStrategicInvestments(EFSI) andparticipatein innovativefundingprogrammes,suchasErasmus+masterdegreeloansforinternationalstudents. Withregardtoqualityassurance,theStandardsandGuidelinesforQualityAssurance(ESG)intheEuropeanHigherEducationAreasetacommonframework ensuringaccountabilityatEuropean,nationalandinstitutionallevel. TheEuropeanQualityAssuranceRegister(EQAR)forhighereducationalsohelpstodevelopqualityassuranceattheEuropeanlevel.TheCommissionpublishesprogressreportsondevelopmentsinqualityassuranceattheEuropeanlevelinthefieldofhighereducation.
