InBusan,Korea,ontheoccasionoftheFourthHighLevelForumonAidEffectiveness(HLF-4, 29 November-1 December 2011),over3000 delegatesmettoreviewprogressonimplementingtheprinciplesofthe ParisDeclaration.Theyalsodiscussedhowtomaintaintherelevanceoftheaideffectivenessagendainthecontextoftheevolvingdevelopmentlandscape. Theforumculminated inthesigningoftheBusanPartnershipforEffectiveDevelopmentCo-operationbyministersofdevelopedanddevelopingnations,emergingeconomies,providersofSouth-Southandtriangularco-operationandcivilsociety- markingacriticalturningpointindevelopmentco-operation.     BusanPartnershipAgreement  Afterextended negotiations,18sherpas-electedtorepresentawidegroupofstakeholders- reachedagreementontheBusanPartnershipforEffectiveDevelopmentCo-operation.Thisdeclarationforthefirsttimeestablishesanagreedframeworkfordevelopmentco-operationthatembracestraditionaldonors,South-Southco-operators,theBRICS,civilsocietyorganisationsandprivatefunders. TheprocesshasbeenguidedbytheDAC-hostedWorkingPartyonAidEffectiveness(WP-EFF),whichbringstogetherrepresentativesofover80countriesandorganisations. »ConsulttheBusanPartnershipAgreementinfull:  Englishl Frenchl Spanish »CountriesendorsingtheBusanoutcomedocument     Fivepartnershipprinciples TheFourthHighLevelForumonAidEffectivenessfollowsmeetingsinRome,ParisandAccrathathelpedtransformaidrelationshipsbetweendonorsandpartnersintotruevehiclesfordevelopmentco-operation.  Basedon50yearsoffieldexperienceandresearch, the fiveprinciples thatwereagreedattheseforaencouragelocalownership,alignmentofdevelopmentprogrammesaroundacountry’sdevelopmentstrategy,harmonisationofpracticestoreducetransactioncosts,avoidanceoffragmentedeffortsandthecreationofresultsframeworks. Lookingahead,diversesourcesoffinance,knowledgeandexpertiseplaykeyandcomplementaryrolesin thefutureofdevelopment-andbroad,dynamicpartnershipsenvisagedintheBusanagreementwillcontinuetogivetheseprinciplesrelevance.     RelatedDocuments
