Createanaccount DefinitionofAYPSchoolaccountabilityisahottopicforpoliticians.Whatexactlyhasthefederalgovernmentdonetoholdschoolsaccountable?TheNoChildLeftBehind(NCLB)Actof2001wasabipartisaneducationreformbillthatwasenactedbyCongressandsignedintolawbyformerPresidentGeorgeW.Bush.UnderNCLB,AdequateYearlyProgress(AYP),ameasureofgrowththatisdeterminedbyeachstate,wasrequiredforschoolsthatreceiveTitleIFunds.NoChildLeftBehindhasnowbeenreplacedbytheEveryStudentSucceedsAct(ESSA),thereforeonAugust1,2016,theregulationsthatrequiredstatestomonitorschoolsanddistrictsbyAYPexpired.Instead,eachstatehasmoreauthoritytosettheirownproficiencygoalstoaddressgraduationrates,EnglishLanguageLearners,literacy,mathematicalproficiency,studentgrowth,andschoolquality.Let'stakeacloserlookatAYP. Lesson Quiz Course 1.3K views WhatConstitutesGrowth?Whileeachstateisultimatelyresponsiblefordetermininggrowthmeasures,thefederalgovernmentprovidedsomeguidelinesabouthowAYPshouldbedetermined.Firstofall,itfocusedononehigh-stakesendoftheyeartestastheprimarysourceofinformation.Othermeasures,suchasdrop-outrates,attendancerates,andretentionratescouldalsobeconsideredtoalesserdegree.Theexpectationwasthateachyear,economicallydisadvantagedstudentsandEnglishLanguageLearnersinparticular,wouldmakesubstantialgrowthuntilallstudentsscoredsatisfactorilyontheannualtest.Tomakesurethesestudentswereadequatelyserved,schoolswerenotonlyrequiredtoassess95%ofallstudents,but95%ofstudentsineachsubgroup(ELL,economicallydisadvantaged,specialeducation,ethnicandracialgroups)alsohadtobetestedinreadingandmath.WhatTypesofAssessmentsWereUsed?Asstatesdevelopedtheirassessmentsystem,theyhadthreeoptions: AuniformassessmentwoulddefineonetestandaparticularsetofcriteriafordeterminingAYP. Statescouldchoosetouseacombinationofstateandlocalassessments.Forexample,grades3,5,8,AlgebraI,andEnglishImighttakeastate-mandatedtest,whilegrades4,6,7,EnglishI,AlgebraII,andBiologywouldtakedistrict-selectedtests.Inthisscenario,thestatemaychoosetoweightthetests.Anotherexampleofusingmixedassessmentsisforthestatetoprovideastandardassessment,butgivelocaldistrictstheoptionofdevelopingtheirownassessmentsunderspecificguidelines. Statescouldalsochoosetoallowalldistrictstodeveloptheirownassessmentsaslongastheysetcriteriaandmaintainawatchfuleyetoensurethatalldistrictswillmaintainhighstandardsandthatassessmentsarealignedwiththestate'sstandardsandobjectives.
