Standards&InstructionalSupport EveryStudentSucceedsAct(ESSA) TheEveryStudentSucceedsAct(ESSA)wassignedintolawinDecember2015,amendingtheElementaryandSecondaryEducationActof1965andreplacingNoChildLeftBehindprovisions.Withastrong,provenaccountabilitysystem,FloridaisalreadyaheadofmostofthenationasitrelatestotherequirementslaidoutinESSA.StudentperformancehasconsistentlyimprovedsinceFloridaintroducedrigorousaccountabilitymeasures. StateswererequiredtosubmitastateplandescribingtheirapproachtoESSAcompliance.Thedepartmentheldafirstroundofpublicinputsummer2016viaonlinesurvey,andoutreachcontinuedthroughouttheschoolyeartoeducatorassociationsandstakeholdergroups.Thecommissioneralsoconvenedasuperintendents’workgrouptoprovideinputonmajordecisionpoints.Then,adraftofthestateplanwaspostedforpubliccommentJune30-July31,2017.Therewere450respondents(1,295comments)totheaccompanyingonlinesurvey.Thecommentswerereviewedandfurtherrefinementsweremade.ThestateplanwassubmittedtotheGovernorforreview,asrequiredbyESSA.FloridareceivedapprovalfromtheU.S.DepartmentofEducationonSeptember26,2018. OnFebruary22,2021,theU.S.DepartmentofEducationannouncedtheopportunityforstatestoapplyforawaiverofcertainaccountabilityprovisionsforthe2020-2021schoolyear.AmemowassenttoschooldistrictsuperintendentsinvitingpubliccommentonFlorida’sdraftwaiveronMarch17,2021.PubliccommentwasacceptedfromallstakeholdersthroughMarch31,2021.FloridasubmitteditswaiverrequestonApril14,2021.(PDF)ApprovalwasreceivedonApril21,2021(PDF). OnJuly2,2021,theU.S.DepartmentofEducationannouncedtheopportunityforstatestoapplyforawaiverofcertainTitleI,PartAprovisions.Floridawillrequestwaiversofthefollowingprovisions: Section1127(b)ofTitleI,PartAoftheESEAsotheFloridaDepartmentofEducation(department)maywaivemorethanonceeverythreeyears,ifnecessary,the15percentcarryoverlimitationinESEAsection1127(a)forFY2020TitleI,PartAfunds. Section421(b)oftheGeneralEducationProvisionsAct(GEPA)toextendtheperiodofavailabilityofFY2019fundsforprogramsinwhichFloridaparticipatesunderitsapprovedconsolidatedstateplanuntilSeptember30,2022.
