ApplicantswhoareoutsidetheRepublicofChinaandalsomeettheresidencerequirementsforstudyinginTaiwanshouldfileanapplication withtheRepublicofChina’sForeignAffairsOffice.ThelinkwillleadtoTheBureauofConsularAffairswebsite,atranslated Englishversionisavailable.     2.申請人如已持符合改換就學資格之停留簽證入境，得於停留期限屆滿至少8個工作天前檢具上列各項文件及簽證規費，向本局或中部、南部、東部、雲嘉南辦事處提出申請改辦居留簽證。

 Applicantswhohaveenteredthecountrywitharesidencevisathatmeetstherequirementsforchangingtheirschoolingqualificationsmay applytotheCentral,Southern,Eastern,orYunjiananOffices.Documentsandvisafeesshouldbesubmittedatleast8workingdaysbefore theendofexpiry.   (二)應備文件(NecessaryDocumentation)     1.透過本校外國學生單獨招生管道入學(Foreignstudentsareenrolledseparatelyatthisschool)：          外交部領事事務局／外國學生申請居留簽證手續說明        ConsularAffairsBureauoftheMinistryofForeignAffairs/Foreignstudentsapplyingforresidencevisas (Full-timePhD,Master’s,Bachelor’sprogram) https://www.boca.gov.tw/cp-166-283-c4da3-2.html 應繳文件 RequiredDocuments 說明 Instructions 1.簽證申請表 VisaApplication 須至「簽證線上填表」填寫，列印產出具有條碼之簽證申請表，並親自簽名確認。

Fillinthe "OnlineVisaForm,"printitout,andsignthebarcodedvisaapplicationform. 2.6個月內2吋彩色照片2張 Twophotostakenwithinthelastsixmonths 背景須以白色為底色 Headshotwithawhitebackground. 3.護照正本及影本 Passportandacopyofthepassport 護照效期須為六個月以上且有空白頁。

Passportsmustbevalidformorethansixmonthsandhaveblankpages. 請影印含照片在內之護照基本資料頁。

Thephotocopyshouldcontaintheinformationpage,includingthephoto. 4.健康檢查合格證明正本及影本一份 Theoriginalandacopyofthemedicalexamination certificate 繳驗最近3個月內由衛生福利部指定外籍人士體檢國內醫院或國外醫院出具之健康檢查合格證明(居留或定居健康檢查項目表)，國外健檢證明須經中華民國駐外館處驗證。

Submitthemedicalexaminationcertificate,containingtheresidenceorsettlementhealthexaminationchecklist,issuedbyadomesticoraforeignhospitalcertifiedbytheMinistryofHealthandWelfarewithinthelast3months.TheforeignhealthexaminationcertificatemustbeverifiedbyalocalRepublicofChinaRepresentativeOffice. 檢查項目及體檢醫院請參照衛生福利部疾病管制署網站。

PleaserefertothewebsiteoftheDepartmentofDiseaseControloftheMinistryofHealthandWelfareforthemedicalchecklistandforcertifiedphysicalexaminationhospitals. 5.入學許可/通知或在學暨註冊證明、成績單正本及影本 AdmissionLetter/the NoticeorCertificateof EnrollmentandRegistrationaswellastheoriginaltranscript andphotocopyofsaid transcript 申請人須先依據教育部主管所訂之「外國學生來臺就學辦法」申請入學，並取得入學許可或錄取通知。

Applicantsmustfirstapplyforadmissioninaccordancewiththe"MeasuresforForeignStudentstoStudyinTaiwan"prescribedbytheMinistryofEducation,andobtainanadmissionpermitoradmissionnotice. 外國學生應繳驗由學校出具之入學許可或錄取通知書。

Foreignstudentsshouldsubmittheadmissionpermitoradmissionnoticeissuedbytheschool. 在學之學生持停留簽證入境後申請改辦就學事由居留簽證，須另繳驗交在學證明、已註冊證明及在校成績單。

Studentswhoareinschoolandapplyingforaresidencevisaforthepurposeofcontinuedstudyafterenteringthecountrywithalong-stayvisamustalsosubmitacertificateofenrollment,registrationcertificateandschooltranscript. 6.最高學歷證件(含畢業證書及成績單)正本及影本 Theoriginalandaphotocopyofthehighest received degree(includinggraduationdiploma and transcript) 中文、英文以外之學歷證件應附中文或英文譯本(須經我國駐外館處驗證)。

CertificatesofacademicqualificationsinlanguagesotherthanChineseorEnglishshouldattachaChineseorEnglishtranslation(subjecttoverificationbytheChineseembassyabroad). 7.財力證明正本及影本 Originalandphotocopyoffinancialcertificate 限提供本人或三等親(父母、祖父母、兄弟姊妹)出具財力證明、匯款證明、獎學金證明；非本人之財力須另繳附親屬關係證明。

Eitheryourselforathirdparty(parents,grandparents,siblings)mustprovideproofoffinancialability,theremittancecertificate,andthescholarshipcertificate.Ifthefinancialresourcesarecertifiedbyathird-party,acertificatedemonstratingthefamilialrelationshipmustbeattached. 獎學金證明須載明受獎期限及額度。

Thescholarshipcertificatemustspecifythedurationandamountoftheaward. 8.其他視個案要求提供之文件。

Otherdocumentsasrequiredbythe individualcase. 1.視個案審查需求而定（例如：來台目的證明、父母同意書、在台關係人保證書、在臺監護人同意書、無犯罪紀錄證明…等審核所需之文件）。

Dependingontheneedsofagivencase(forexample:proofofpurposeofcomingtoTaiwan,parentalconsent,guaranteeletterofrelatedpersoninTaiwan,consentofguardianinTaiwan,certificateofnon-criminalrecord...andotherdocumentsrequiredforreview). 2.於國內申請者，須加影印最近一次之簽證頁及入境章頁。

ThosewhoapplyinChinamustphotocopythemostrecentvisapageandentrystamppage.    2.申請程序(ApplicationProcess)       申請人在中華民國境外且符合來臺就學居留規定者，應逕向中華民國駐外館處提出申請。

    ApplicantswhoareoutsidetheRepublicofChinaandalsomeettheresidencerequirementsforstudyinginTaiwanshouldfilean    applicationwiththeRepublicofChina’sForeignAffairsOffice.     3.注意事項(PertinentInformation) (1)依據「外國護照簽證條例」及其施行細則，簽證核發為國家主權行為，中華民國政府有權拒發且無須說明原因，申請人所繳   之簽證規費亦不退還。

   Accordingtothe“ForeignPassportsVisaRegulations”anditsrulesofimplementation,theissuanceofvisasisanactof    nationalsovereignty.Assuch,thegovernmentoftheRepublicof Chinahastherighttorefusetoissuevisaswithout    explanation.Thevisafeespaidbytheapplicantsarenon-refundable. (2)居留簽證在中華民國境內審核作業需8個工作天，申請人須於停留期限屆滿前8個工作天前向本局提出申請。

送件後經通知   補件而未能於7日內補齊者，將退回申請並不退費。

倘申請人之原停、居留許可期限在本次居留簽證審核期限間內屆滿，   且因拒發簽證而致在臺逾期停、居留遭內政部入出國及移民署主管機關依法裁罰者，由申請人自行負責。

   Residentvisasrequire8workingdaystoreview,andthusapplicantsmustapplyataminimumof8workingdaysbeforetheirexpiry    ofstay.Thosewhofailtocompleteapplicationwithin7dayswillhavetheirapplicationreturned.Thefeesarenon-refundable.Ifthe    applicant’svisaisalreadysuspendedortheresidencepermitexpiresduringtheperiodoftheresidencevisareviewandthevisais    refused,theapplicantisthusoverstayingtheirvisa.Theapplicantissolelyresponsibleandwillbesubjecttopunishmentaccording    tothelawbytheMinistryoftheInteriorandtheNationalImmigrationAgency. (3)文件之正本驗畢後退還。

檢附之文件如係於國外作成，且為中文、英文以外之文件者，應附中文或英文譯本。

   Theoriginaldocumentswillbereturnedafterreview.IftheattacheddocumentsarenotwritteninChineseorEnglish,aChineseor     Englishtranslationshouldbeattached. (4)居留簽證規費及美國籍人士申請簽證之相對處理費收費數額，請參考「外國護照簽證收費數額表」。

   FortheresidencevisafeeandtheproportionalprocessingfeeforAmericancitizens,refertothelinkprovidedwhichwilldirecttoa    visafeepricetableforforeignpassportholders. (5)以免簽證、落地簽證、電子簽證方式入境，或持非以就學目的之停留簽證來臺者，不得以就學為由要求轉換居留簽證或申請   延長停留期限。

選讀生或隨班附讀者，不得以就學事為由申辦簽證。

   ThosewhoenterTaiwanwithoutavisa,obtainavisaonarrival,haveanelectronicvisa,orwhoarrivewithaTaiwaneseresidence    visathatisnotforthepurposeofschoolingmaynotrequestachangeofresidencevisaorapplyforanextensionofstayforreasons    ofeducation.Studentswhohavechosentostudyoftheirownaccordorauditclassesmaynotapplyforavisaonthegroundsof    attendingschool. (6)持有學校入學許可，不代表即可獲本國核發簽證；獲本國核發簽證者，並不代表即可進入我國境內。

   Possessionofaschooladmissionpermitdoesnotguaranteeyourgovernmentwillissueavisa;likewise,avisaissuedbyyourcountry    doesnotguaranteeaTaiwanesevisa.   貳、來臺後居留與出入境辦理須知 (InstructionsforResidenceandImmigrationAfterEnteringTaiwan) （＊新生由本中心協助指導線上申請/舊生自行線上申辦，若有問題可在LINE詢問。

本中心亦提供電腦，有需要的同學可至本中心線上申辦居留證） (*NewstudentswillbeassistedbytheInternationalStudentCentertofilloutonlineapplications.Returningstudentsareencouragedtoapplybythemselves.However,ifyouhaveanyquestions,youcansubmitthemonLINE.Thecenteralsoprovidescomputersforstudentswhoneedtoapplyforaresidencepermitonline）   一、單獨招生之外國新生、港澳具外國國籍之華裔新生、復學生IndependentAdmissionforNewStudentsfromForeignCountries,DualPassportholdersfromHongKong,Macao,etc.,andReenrollingStudents  (一)持外國護照並以居留簽證(ResidentVisa)入境（如馬來西亞等）之外生新生，應於入境後15日內，由線上申辦外僑居留證(ARC)。

            ChinesestudentsfromHongKongorMacaowithforeignnationality:themethodforobtainingaresidencepermitisthesameasforoverseasstudents.PleaseuseaforeignpassporttoenterorleaveTaiwan;youcannotuseaHongKongorMacaopassport.      (2)15日內如何計算？如2018/03/16入境，3/17為第1日……3/31為第15日，必須在2018/03/31之前辦理外僑居留證(ARC)，逾期將處罰鍰，超過30天者，則須繳納罰鍰後強制出境。

         Howisthe15daywindowcalculated?IfyouenterthecountryonMarch16,2018,with3/17beingthefirstday...3/31willbethefifteenthday.Thus,youmustapplyforanalienresidencepermit(ARC)beforeMarch31,2018orfacepayingafineandbeingforcedtoleavethecountry.      (3)效期通常1年（以入境日為起日計算，半年至2年之間，視護照效期而定，如未註冊會先給6個月，註冊後補足1年），請務必於效期屆滿前30天內辦理延期。

         Thevalidityperiodisusually1year,calculatedfromthedateofentry,withagivenlimitbetweenahalfyearand2years.Iftheresidencepermitisnotinitiallyregistered,6monthswillbeallowedbydefaultandupto1yearafterregistration.Extensionsaretobeprocessedwithin30daysbeforethedateofexpiration.      (4)外僑居留證或護照上有multiplere-entrypermit者，可於居留證效期內自由出入境，惟有課者出境前請記得辦妥請假手續；畢業、休、退學出境，請攜帶相關證明（畢業證書、休退學證明）及相關辦理文件至移民署辦理出境手續。

         Foreignerswhohavemultiplere-entrypermitsontheirresidencepermitsorpassportscanfreelyenterandleaveduringtheresidencepermits’periodofvalidity,butpleaseremembertocompletetheexitproceduresbeforeleavingthecountry.Forgraduation,suspension,andwithdrawal,pleasebringrelevantcertificates(graduationcertificate,suspensioncertificate)andrelevantdocumentstotheimmigrationdepartmenttogothroughtheexitformalities.   (二)持外國護照並以停留簽證(VisitorVisa)入境，須改辦居留簽證(ResidentVisa)後（如印輔班等），再辦理外僑居留證(ARC)。

         持有停留簽證(VisitorVisa)者，請務必於停留期限屆滿前7個工作天前，自行至外交部南部辦事處（高雄）辦理居留簽證(ResidentVisa)，應備文件詳如本須知「來臺前簽證(Visa)辦理須知/簽證(Visa)/應備文件」，所需費用新臺幣3000元。

        HoldingaforeignpassportandenteringwithaVisitorVisa,requiresyoutochangetoaResidentVisa(suchasIndonesianstudentfocusedclasses,etc.),andthenapplyforanalienresidencepermit(ARC).ResidentvisaholdersarerequiredtoapplyforaResidentVisaattheSouthernOfficeoftheMinistryofForeignAffairs(Kaohsiung)7workingdaysbeforetheendofthegraceperiod.Thedocumentsshouldbepreparedasdetailedin“Pre-TaiwanVisaHandlingInstructions/Visa/DocumentsRequired,"therequiredfeeisNT$3000.   二、已持有外僑居留證(ARC)外生(含直升研究所之新生、延期、資料異動及更換護照) ForeignstudentswhoalreadyholdanAlienResidencePermit(ARC)(fromfreshmentograduatestudents,extensions,informationchanges,andpassportchange)   (一)具上述身分者條件者，備妥以下文件，請至線上辦理相關事宜。

若要提前辦理延期，請附理由或證明，例如：回國機票。

         TheARC’speriodofvalidityisusually1year,calculatedfromthedateofentry,rangingbetweenhalfayearand2years,dependingon          thevalidityperiodofthepassport.IftheARCisnotregistered,a6monthperiodwillbegranted,andupto1yearpost-registration.          Pleasebesuretofileforanextension30days priortotheexpirationdate.      (3)外僑居留證或護照上有multiplere-entrypermit者，可於居留證效期內自由出入境，惟有課者出境前請記得辦妥請假      手續；畢業、休、退學出境，請攜帶相關證明（畢業證書、休退學證明）及相關辦理文件至移民署辦理出境手續。

       Pleasere-applyforvisatoenterTaiwan,andthenapplyforanewresidencepermit(ARC). 肆、畢業生欲留臺覓職者(限本人親至移民署臺東服務站臨櫃辦理)     GraduatesWhoWishtoRemaininTaiwanafterGraduation  (LimitedtotheservicecounterattheTaitungImmigrationDepartmentServiceStation)         持「外僑居留證」者，取得畢業證書15天內，一定要到移民署辦理延期居留，居留期限統一以畢業當年之9月30日或3月31日為最後期限。

    以畢業證書之畢業當月加計6個月為延期居留期限，若有需再延，可再延6個月。

     ※逾期居留第29日遇星期日、國定假日或其休息日者，應於次日上班日重新申請居留，其罰鍰以逾期29日採計。

     ※逾期居留第29日遇星期六者，應於次星期一上午重新申請居留。

 二、逾期居留第30日，雖仍在就學中，但於繳交罰鍰後，需於7日內離臺，檢具學校公文重新申請入出境許可證來臺就學。

  雲端線上申辦說明 Instructionsforapplyingonline   外國與外僑學生線上申辦系統 (「系統操作手冊」如附件3及附件4) OnlineApplicationSystemforForeignandOverseasChineseStudents("systemuserguide" labeledas附件3及附件4) 一、簡介(Introduction)    內政部移民署為提供外國與外僑人士來臺就讀專科以上學校之學生，在駐外館處辦好居留簽證入境後至內政部移民署學生自行線上申辦及發證系統申請居留證。

TheImmigrationDepartmentoftheMinistryoftheInteriorservesforeignandoverseasChinesestudentswhoareenrolledinTaiwaneseschools.Afterbeingassistedbytheresidentoverseasofficeandreceivingavisa,studentsuponenteringTaiwanwillapplyforaresidencepermitonlineviatheImmigrationDepartmentoftheMinistryoftheInterior. 二、申請資格條件 (EligibilityRequirements)    具外國國籍且未曾具有中華民國國籍，持入學許可/通知或在學暨註冊證明。

AnystudentwithforeignnationalitybutnotyetapprovedfornaturalizationinTaiwanmayholdanadmissionpermit/noticeorcertificateofenrollmentandregistrationtofilloutanapplication. 三、申請項目 (Application)  (一)來臺就學持憑就讀學校所提供之入學許可/通知或在學暨註冊證明，入境後於15日內於學生自行線上申辦及發證系統提出申請。

AfteracquiringaresidencepermituponarrivinginTaiwanandgettingenrolled,theforeignandoverseasChinesestudentswhoneedtochangetheirresidencepermitcontentshallapplyforaresidencepermitalterationonline. 四、申請進度查詢 (ApplicationProgressInquiry)  (一)案件進度查詢 (ApplicationProgressInquiries)    外國與外僑學生自行於線上申辦系統完成申請表填寫並成功送出，取得「收件號」(12碼數字)後，即可操作「進度查詢」中「案件進度查詢」功能，輸入查詢條件執行查詢後，系統帶出申請案件資料，提供申請人掌握案件審理狀態。

Aftersuccessfullyfillingoutandsubmittinganonlineapplicationform,foreignandoverseasChinesestudentswillreceivea12-digitconfirmationnumber.Studentsmaythenaccess"applicationprogressinquiry"under"progressinquiry."Studentscansettheparametersforinquirysothatthesystemwillgeneratetherelevantinformationautomaticallyfortheapplicanttokeeptrackoftheprogress.  (二)優先處理事項(InquiresofPriority)     外國與外僑學生自行於線上申辦系統完成申請表填寫並成功送出，取得「收件號」(12碼數字)後，於「優先處理事項」功能頁面上，經由系統所提供之各類申辦項目頁籤內案件列表區塊，即可隨時掌握案件審理狀態。

申辦項目及費用如下: AftertheonlineapplicationisreviewedandapprovedbytheNationalImmigrationAgency,pleasemakeyourpaymentfortheresidencepermitwithin5workingdays,theapplicationtypeandrespectivepricearelistedbelow:    外國學生，一年居留證件費用：新臺幣一千元整。

    Priceofaone-yearresidencepermitforforeignstudents:NT$1,000.    外國學生，二年居留證件費用：新臺幣二千元整。

    Priceofatwo-yearresidencepermitforforeignstudents:NT$2,000.    外國學生，三年居留證件費用：新臺幣三千元整。

    Priceofathree-yearresidencepermitforforeignstudents:NT$3,000.    資料異動及補發證件費用：新臺幣五百元整。

    Priceforalterationorre-issuanceofresidencepermit:NT$500.    系統提供「國際信用卡」、「網路ATM」、「虛擬帳號」、「E政府繳費平台」及「四大超商」等多元繳費方式。

有關「國際信用卡」繳費方式，本平臺不支援中國銀聯卡及美國運通卡，僅限使用JCB、VISA、MasterCard信用卡進行線上繳費，另「E政府繳費平台」提供「國內信用卡」繳費(不含VISA金融卡)，若使用「四大超商」繳費，於繳費後約需2至3個工作天，待款項入帳即完成繳費，繳費完成後將不予以退費。

請自行下載並以彩色列印紙本後，持憑電子居留證出、入境使用；持憑電子收據至服務站領取IC卡居留證使用。
