Forexample,ifyourchild’isinthirdgradeandreadsata3.3gradeequivalent(GE),you’dexpecthimtobeata4.3GEoneyearlaterinthefourthgradeschoolyear.  Manyschoolpersonnelwillsay,“Buthehaslearningdisabilities.Youcan’t‘expect’himtolearnatthesamerate.” Whynot?Bydefinition,ifyourchildhasbeendesignatedashavinga“learningdisabilities,”thenheISabletolearn.IfheCANlearn,hecancatchupifhisinstructionisintenseenough.Intense,one-on-oneinstructionisproventobringbetterresults. Mysoncaughtupbecausemysonhadintense,one-on-oneinstruction.Hewentfromavirtualnon-reader(5thgrade)toa12+GEin7thgradeinTHREEyearsofhomeinstruction. CatchingUPCANhappen**IF**achildreceivestherighttypeofinstruction..Focused,dailyinstructionofsufficientintensitycancatchachildup.IfachildisgoingtoCATCHUP,heneedstomakeMOREThanonegradelevelofprogressperschoolyear.It’spossibleforachildtomaketwoorthreeyearsofprogressinaschoolyear.Ithappenswheninstructionisintenseenough. IfyourchildmakesLESSthanayearofprogressperschoolyear,hewillgetfurtherbehindhispeerseachschoolyear. So,thequestionbecomes,HOWMUCHprogressisADEQUATEforyourchild? Adequateyearlyprogressisusuallysetbywhateveryouarewillingtotolerateandwhatyourchild’sschoolwantstoset. WhatIDEAsaysaboutmeasuringadequateyearlyprogress: MeasurementofprogressismandatedbyIDEAforgoalsinthechild’sIEP.Quitesimply,thechild’sprogressmustbe“measured”withdefinitive,objectivemeansofmeasurement.  Additionally,yourchild’sprogressshouldbeforwardmovingwithIDEAspecifyingthestandardofAdequateYearlyProgressasthemeasure. Yourchild’sIEPgoalsaresupposedtoaddressyourchild’sspecificareasofdisability. IDEAAppendixAclarifiesthatgoalsdon’trelateto“generalcurriculum,”butrathertheyrelatetoyourchild’sspecificareaofdisability. Forexample,ifyourchildhasareadingdisability,hisIEPgoalswillrelatespecificallytoreadinginstructionandthedevelopmentofhisreadingskills. Ingeneral,yourchildshouldn’tneedgoalsforthe“generalcurriculum,”becauseheshouldautomaticallybemakingadequateyearlyprogress**if**yourchild’sschoolisprovidingappropriateaccommodationsandassistivetechnology. WhatIDEAAppendixAsaysaboutgoalsforadequateyearlyprogressinthegeneralcurriculum: “ApublicagencyisnotrequiredtoincludeinanIEPannualgoalsthatrelatetoareasofthegeneralcurriculuminwhichthechild’sdisabilitydoesnotaffectthechild’sabilitytobeinvolvedinandprogressinthegeneralcurriculum. “Ifachildwithadisabilityneedsonlymodificationsoraccommodationsinordertoprogressinanareaofthegeneralcurriculum,theIEPdoesnotneedtoincludeagoalforthatarea;however,theIEPwouldneedtospecifythosemodificationsoraccommodations. “TheIEPforeachchildwithadisability(includingchildrenwhoareeducatedinseparateclassroomsorschools)mustaddresshowthechildwillbeinvolvedandprogressinthegeneralcurriculum.” PartBregulationsrecognizethatsomechildrenhaveothereducationalneedsresultingfromtheirdisabilitythatalsomustbemet.Educationalneedsmustbemetifthoseneedsarenotdirectlylinkedtoparticipationinthegeneralcurriculum. AdequateYearlyProgressGoalSettingSummary: Ifyoucannotmeasureyourchild’seducationalprogress,youwon’tbeabletodetermineifyourchildismakingadequateyearlyprogress. Youcanevaluateeachofyourchild’sIEPgoalstoseeifthereisanobjectivemeansofmeasuringyourchild’syearlyprogress.
