PresidentTheodoreRoosevelt AlthoughtheMonroeDoctrineof1823wasessentiallypassive(itaskedthat EuropeansnotincreasetheirinfluenceorrecolonizeanypartoftheWestern Hemisphere),bythe20thcenturyamoreconfidentUnitedStateswaswillingto takeontheroleofregionalpoliceman.Intheearly1900sRooseveltgrew concernedthatacrisisbetweenVenezuelaanditscreditorscouldsparkan invasionofthatnationbyEuropeanpowers.TheRooseveltCorollaryofDecember 1904statedthattheUnitedStateswouldinterveneasalastresorttoensure thatothernationsintheWesternHemispherefulfilledtheirobligationsto internationalcreditors,anddidnotviolatetherightsoftheUnitedStatesor invite“foreignaggressiontothedetrimentoftheentirebodyofAmerican nations.”Asthecorollaryworkedoutinpractice,theUnitedStates increasinglyusedmilitaryforcetorestoreinternalstabilitytonationsinthe region.RooseveltdeclaredthattheUnitedStatesmight“exerciseinternational policepowerin‘flagrantcasesofsuchwrongdoingorimpotence.’”Overthelong termthecorollaryhadlittletodowithrelationsbetweentheWestern HemisphereandEurope,butitdidserveasjustificationforU.S.intervention inCuba,Nicaragua,Haiti,andtheDominicanRepublic.
