NCLBwasdesignedtoaddresstheconcernthattheAmericaneducationsystemwaslaggingbehinditsinternationalcompetitorsbyholdingschoolsresponsibleforboostingstudentperformancethroughmandatedstandardizedtestsandminimumperformancebenchmarks.Thelawrequiredstatestoteststudentsingrades3-8inreadingandmathandbreakdownstudentdataintosubgroupsbyrace,disability,andsocioeconomicstatus.Statesalsohadtoensureallteacherswere“highlyqualified,”meaningtheyhaveabachelor’sdegreeandstatecertificationinthesubjecttheyareteaching.Schoolsanddistrictsthatfailedtomakeadequateyearlyprogress(AYP)fortwoyearsweresubjecttoincreasinglyheavysanctionsincludingbeingforcedtoallowstudentstotransfertobetterperformingschools,offeringfreetutoring,andcouldultimatelyfacestateintervention. In2012,PresidentBarackObamaintroducedmoreflexibilitytoNCLBandsoftenedtheconsequencesforunderperformingschoolsbygrantingwaiverstostates.Thewaiversallowedcertainstatestoavoidmanyofthemandatesofthelawinexchangeforagreementstoraisestandards,improveaccountability,andimproveteachereffectiveness.CongressreplacedNCLBwiththeEveryStudentSucceedsActinDecember2015.
